Narrative:

Aircraft #1 departed osv bound for iad, requesting FL290. Aircraft #2 was wbound at FL200. I observed traffic, accepted the handoff on aircraft #1, and entered an interim altitude of FL190. Upon initial call-on, I climbed aircraft #1 to FL230, which he read back. Separation was lost when he climbed above FL190 abeam the overflt at FL200.

Narrative: ACFT #1 DEPARTED OSV BOUND FOR IAD, REQUESTING FL290. ACFT #2 WAS WBOUND AT FL200. I OBSERVED TFC, ACCEPTED THE HDOF ON ACFT #1, AND ENTERED AN INTERIM ALT OF FL190.
