Narrative:
In ZZZ, I performed walkaround on aircraft and found no abnormalities. I did notice white tape around a line on the #1 main landing gear brake. This tape was wrapped 1 width around the line. I saw no indication of work done to brakes. I also noticed the brake pins were close to flush. I did not see maintenance status of aircraft prior to walkaround because the maintenance log was not on aircraft until 15 mins prior to departure. Captain had the papers, I went to aircraft from hotel shuttle and was onboard 1 hour prior to departure. When captain arrived, he stated all paperwork of aircraft clean. When mechanic arrived with maintenance log, I reviewed it and found brake pins had been inspected and cleared. After a normal landing in ZZZ1, the #1 brake was 45 degrees C and the #2 went to 515 degrees C. Nothing abnormal for flight or landing besides brake temperatures of #1 main landing gear. At gate in ZZZ1, we notified mechanic of brake temperature and I made an entry in the logbook. ZZZ1 mechanic told us that the #1 brake had been deactivated. Our current maintenance release document showed nothing on those lines. This maintenance release document matched the release time in the ACARS. The tape on brake was of such non standard tape that it would not alert me to work performed. I have never seen a deactivated brake, marked with a small area of off-white tape. If tape had been bright orange/red, it would have prompted me to look more into the situation.

Title: AN AIRBUS 319 WAS DISPATCHED IN NON COMPLIANCE WITH #1 BRAKE DEACTIVATED AND NOT DEFERRED PER THE MEL. THE #1 BRAKE WAS SHOWN ON THE MAINT RELEASE AS INSPECTED OK AND CLRED.
