Narrative:
A cherokee was given a straight in to runway 21L. On 1/2 mi final, the local controller thought the aircraft was lined up with taxiway D. The aircraft continued and verified that he was lined us with runway 21L. It became obvious that the aircraft was going to land on the taxiway, and the controller sent them around.

Title: PA28 LNDG PRC LINED UP WITH TXWY, CTLR ISSUED GAR.
Narrative: A CHEROKEE WAS GIVEN A STRAIGHT IN TO RWY 21L. ON 1/2 MI FINAL, THE LCL CTLR THOUGHT THE ACFT WAS LINED UP WITH TXWY D. THE ACFT CONTINUED AND VERIFIED THAT HE WAS LINED US WITH RWY 21L. IT BECAME OBVIOUS THAT THE ACFT WAS GOING TO LAND ON THE TXWY, AND THE CTLR SENT THEM AROUND.
