Narrative:

Burbank airport typically conducts concurrent operations on 2 runways, runway 8 for arrs and runway 15 for departures. Our flight, air carrier X was in a 'position and hold' on runway 15 for departure. An air carrier Y was on final and cleared to land on runway 8. Our flight was cleared for takeoff. As we started to add power, I glanced at the approach end of runway 8 and noticed the air carrier Y flight just about to cross the approach end. I informed the tower we would hold until air carrier Y landed. Tower canceled our takeoff clearance. Judging our closure rates, we most likely would have had an extremely close near miss or collision. Tower obviously lost situational awareness.

Title: AFTER BEING CLRED FOR TKOF, A B737 CREW OBSERVED A B737 ABOUT TO CROSS THE THRESHOLD OF THE XING RWY AND ADVISED THE TWR THEY WOULD HOLD.

AN ACR Y WAS ON FINAL AND CLRED TO LAND ON RWY 8. OUR FLT WAS CLRED FOR TKOF. AS WE STARTED TO ADD PWR, I GLANCED AT THE APCH END OF RWY 8 AND NOTICED THE ACR Y FLT JUST ABOUT TO CROSS THE APCH END. I INFORMED THE TWR WE WOULD HOLD UNTIL ACR Y LANDED. TWR CANCELED OUR TKOF CLRNC. JUDGING OUR CLOSURE RATES, WE MOST LIKELY WOULD HAVE HAD AN EXTREMELY CLOSE NEAR MISS OR COLLISION. TWR OBVIOUSLY LOST SITUATIONAL AWARENESS.
