Narrative:
Assigned heading 040 degrees, descent to 4000 ft. Passing 9000 ft, received TA of climbing aircraft approximately 500 ft below and climbing. Began to level at 8500 ft when RA directed descent greater than 2000 FPM. Passed within 1/4 mi and 400 ft below twin turboprop with military colors. ATC advised at this time, traffic at 12 O'clock position, 1/2 mi climbing 'just popped up!' we informed ATC of TA and RA action taken.

Title: FLT CREW OF MD88 HAS CRITICAL ENCOUNTER WITH MIL TWIN TURBOPROP OVER PROUD INTXN NEAR NEW YORK. RECEIVED TCASII TA AND RA. ATC ADVISED THE CONFLICTING ACFT 'POPPED UP' JUST BEFORE THE RA.
Narrative: ASSIGNED HDG 040 DEGS, DSCNT TO 4000 FT. PASSING 9000 FT, RECEIVED TA OF CLBING ACFT APPROX 500 FT BELOW AND CLBING. BEGAN TO LEVEL AT 8500 FT WHEN RA DIRECTED DSCNT GREATER THAN 2000 FPM.
