Narrative:

On the morning of jun/mon/03, I was assigned as sic on what is a very routine flight. The cpr flight department to which I belong operates in and around the new york metropolitan area on a daily basis. Perhaps that is why I missed the details of fdc 3/4662. The NOTAM that morning read 'flight restr, orange county, new jersey.' normally when a government official is in town, the NOTAM reads 'flight restr, nyc,' and is accompanied by an additional NOTAM closing one of the heliports. Somehow I missed the size of this tfr. Our flight was from our home office heliport (MA68) in springfield, ma to the west 30TH street heliport (jra) in manhattan. Because we flew VFR and 'flight followed' with our own dispatch office, we were able to circumnav both the laguardia and newark class B airspace. After checking the automated terminal information service at laguardia and teterboro, we flew into what is on most days, the hudson river class B exclusion. There was no mention of the ADIZ on either of the ATIS broadcasts. After a normal approach and landing to jra we were informed that we may have penetrated the 30 SM ring of the tfr ADIZ. I have learned from this experience and take it very seriously. I will be making changes to my preflight planning practices. Additionally, we hope to make some policy changes within the flight department to prevent this sort of thing from happening again. Supplemental information from acn 584802: the incursion was discovered while on the ground when another pilot asked if we had a discreet transponder code. I highly recommend that whenever a major metropolitan area is included within the boundary of a tfr that it be specifically included in the text. I also recommend that tfr's be included in the hourly ATIS at all class D's within and just outside the boundaries of a tfr/ADIZ. Finally, would it be fruitful to announce that a tfr/ADIZ is in effect on guard every couple of mins?

OUR FLT WAS FROM OUR HOME OFFICE HELIPORT (MA68) IN SPRINGFIELD, MA TO THE W 30TH STREET HELIPORT (JRA) IN MANHATTAN. BECAUSE WE FLEW VFR AND 'FLT FOLLOWED' WITH OUR OWN DISPATCH OFFICE, WE WERE ABLE TO CIRCUMNAV BOTH THE LAGUARDIA AND NEWARK CLASS B AIRSPACE. AFTER CHKING THE AUTOMATED TERMINAL INFO SVC AT LAGUARDIA AND TETERBORO, WE FLEW INTO WHAT IS ON MOST DAYS, THE HUDSON RIVER CLASS B EXCLUSION. THERE WAS NO MENTION OF THE ADIZ ON EITHER OF THE ATIS BROADCASTS. AFTER A NORMAL APCH AND LNDG TO JRA WE WERE INFORMED THAT WE MAY HAVE PENETRATED THE 30 SM RING OF THE TFR ADIZ. I HAVE LEARNED FROM THIS EXPERIENCE AND TAKE IT VERY SERIOUSLY. I WILL BE MAKING CHANGES TO MY PREFLT PLANNING PRACTICES. ADDITIONALLY, WE HOPE TO MAKE SOME POLICY CHANGES WITHIN THE FLT DEPT TO PREVENT THIS SORT OF THING FROM HAPPENING AGAIN. SUPPLEMENTAL INFO FROM ACN 584802: THE INCURSION WAS DISCOVERED WHILE ON THE GND WHEN ANOTHER PLT ASKED IF WE HAD A DISCREET XPONDER CODE. I HIGHLY RECOMMEND THAT WHENEVER A MAJOR METROPOLITAN AREA IS INCLUDED WITHIN THE BOUNDARY OF A TFR THAT IT BE SPECIFICALLY INCLUDED IN THE TEXT. I ALSO RECOMMEND THAT TFR'S BE INCLUDED IN THE HOURLY ATIS AT ALL CLASS D'S WITHIN AND JUST OUTSIDE THE BOUNDARIES OF A TFR/ADIZ. FINALLY, WOULD IT BE FRUITFUL TO ANNOUNCE THAT A TFR/ADIZ IS IN EFFECT ON GUARD EVERY COUPLE OF MINS?
