Narrative:
While on an approach to runway 33L at sps, with marginal visibility from haze, a military T38 aircraft entered the runway 33L final from a left base about 2 mi ahead of our flight while we were on a 4 mi final. There was no radio communication from the tower alerting us to the other aircraft. After advising the controller, she reported that she would log the incident and that she was not in contact or controling the T38. The aircraft was spotted visually and did not appear on our TCASII. We landed without incident. Supplemental information from acn 585055: he had not appeared on the TCASII, nor was he called previously as traffic. We had been given traffic, a twin cessna on final to runway 35, which we had in sight. We queried the tower about the T38, and she seemed to have no idea about it. I understand that tower doesn't control the aircraft doing takeoffs and lndgs, but either they have the runway in their control or they don't. The T38 appeared to only do a low approach and then go around, and we landed without incident. I estimate that there was 2 mi between us and the T38. Visibility at that time was at least 6 mi, as we had the runway in sight at least that far out. Flight number XXX dfw/sps.

Title: WHILE ON APCH TO SPS RWY 33L, A CIVILIAN SF3 CREW RPTED A MIL T38 APPEARED ON BASE AND MADE A LOW APCH OVER RWY 33L.
Narrative: WHILE ON AN APCH TO RWY 33L AT SPS, WITH MARGINAL VISIBILITY FROM HAZE, A MIL T38 ACFT ENTERED THE RWY 33L FINAL FROM A L BASE ABOUT 2 MI AHEAD OF OUR FLT WHILE WE WERE ON A 4 MI FINAL.
