Narrative:
I was working the airspace FL230 and below southwest of dfw. I was sequencing 4-5 aircraft into the dfw terminal airspace when the high altitude controller handed off an aircraft that had departed sat and was landing dfw. This aircraft entered my airspace climbing from FL230 to FL240. The ZHU controller was responsible for making sure I was aware of the aircraft and had no traffic at FL230. The ZHU controller failed to do his job.
