I was working sat configuration 3. I took a handoff on an IFR aircraft from the southwest landing hnd. I thought he was VFR and instructed him to remain outside the class B airspace altitude his discretion. He descended below the MVA.

Narrative: I was working SAT configuration 3. I took a handoff on an IFR aircraft from the southwest landing HND. I thought he was VFR and instructed him to remain outside the Class B airspace altitude his discretion. He descended below the MVA.
