Narrative:
On the ground at lgav, I contacted ground to taxi. We were given clearance to taxi to a holding point near the end of the runway. Next, the controller cleared us to what we thought was 'into position and hold runway 3R.' as I was expecting to hear a clearance to 'line up and wait,' I carefully read back 'into position and hold runway 3R.' we cleared the final approach path and taxied into position. After about 2 mins the controller asked if we were ready. I replied affirmative. Then the controller stated that we were not cleared to line up, but that it was ok. The main factor in this was my not waiting for the controller to say 'line up and wait.' the heavy accent of the controller and the fact that they don't use the term 'hold short' with the mandatory pilot readback are also factors. It was very alarming to me that we taxied onto a runway without clearance. I think that the mandatory use of and required readback of hold short instructions should be used worldwide.

Title: F-900 CREW HAD A RWY INCURSION AT LGAV. LANGUAGE BARRIER AND THE NON STANDARD TERMINOLOGY 'LINE UP AND WAIT,' VERSUS 'POS AND HOLD,' WAS USED BY THE ATCT LCL CTLR.
Narrative: ON THE GND AT LGAV, I CONTACTED GND TO TAXI. WE WERE GIVEN CLRNC TO TAXI TO A HOLDING POINT NEAR THE END OF THE RWY. NEXT, THE CTLR CLRED US TO WHAT WE THOUGHT WAS 'INTO POS AND HOLD RWY 3R.' AS I WAS EXPECTING TO HEAR A CLRNC TO 'LINE UP AND WAIT,' I CAREFULLY READ BACK 'INTO POS AND HOLD RWY 3R.' WE CLRED THE FINAL APCH PATH AND TAXIED INTO POS. AFTER ABOUT 2 MINS THE CTLR ASKED IF WE WERE READY. I REPLIED AFFIRMATIVE. THEN THE CTLR STATED THAT WE WERE NOT CLRED TO LINE UP, BUT THAT IT WAS OK. THE MAIN FACTOR IN THIS WAS MY NOT WAITING FOR THE CTLR TO SAY 'LINE UP AND WAIT.' THE HVY ACCENT OF THE CTLR AND THE FACT THAT THEY DON'T USE THE TERM 'HOLD SHORT' WITH THE MANDATORY PLT READBACK ARE ALSO FACTORS. IT WAS VERY ALARMING TO ME THAT WE TAXIED ONTO A RWY WITHOUT CLRNC. I THINK THAT THE MANDATORY USE OF AND REQUIRED READBACK OF HOLD SHORT INSTRUCTIONS SHOULD BE USED WORLDWIDE.
