Narrative:

Aircraft was initially told to climb to FL370. Due to slow climb rate, FL310 was coordinated with ZDV. Both radar controller and radar associate believed that FL310 was issued to the aircraft. Aircraft checked on ZDV sector 28 climbing to FL370, but it was not detected. ZDV questioned aircraft when he went above FL310 and was told FL370 was lost issued altitude. ZDV controller advised ZKC sector 22 that 'you might get a call.' not realizing that FL310 had apparently not been issued, we considered it a pilot deviation in ZDV airspace. I was given a qar worksheet later that stated the tape had been reviewed and no errors by pilot or controller had been found.

Title: A SLOW CLBING CPR BUSINESS JET WAS ASSIGNED FL370 THEN CHANGED TO FL310 IN ZKC AIRSPACE.

Narrative: ACFT WAS INITIALLY TOLD TO CLB TO FL370. DUE TO SLOW CLB RATE, FL310 WAS COORDINATED WITH ZDV. BOTH RADAR CTLR AND RADAR ASSOCIATE BELIEVED THAT FL310 WAS ISSUED TO THE ACFT. ACFT CHKED ON ZDV SECTOR 28 CLBING TO FL370, BUT IT WAS NOT DETECTED. ZDV QUESTIONED ACFT WHEN HE WENT ABOVE FL310 AND WAS TOLD FL370 WAS LOST ISSUED ALT. ZDV CTLR ADVISED ZKC SECTOR 22 THAT 'YOU MIGHT GET A CALL.' NOT REALIZING THAT FL310 HAD APPARENTLY NOT BEEN ISSUED, WE CONSIDERED IT A PLTDEV IN ZDV AIRSPACE. I WAS GIVEN A QAR WORKSHEET LATER THAT STATED THE TAPE HAD BEEN REVIEWED AND NO ERRORS BY PLT OR CTLR HAD BEEN FOUND.
