Narrative:

En route from pbi to tpa, we were given a cruise altitude of FL280. Climbing through FL270, ATC instructed us to descend to FL240 (pilot's discretion) after reaching FL280. We began the descent immediately. Upon reaching FL280, we were given a change of frequency. The new controller told us to cross (brdge intersection) at 11000 ft. We were 10 NM southeast of brdge intersection when issued this crossing restr. The captain told ATC that it would be impossible for us to make this crossing altitude. ATC then asked us if we had the chart for the arrival that shows to expect brdge at 11000 ft at 250 KTS. It makes no difference what altitude is expected if ATC does not issue a clearance to descend. It would have taken 9000+ FPM to comply with this clearing. To use sarcasm to cover poor controling was unnecessary.

Narrative: ENRTE FROM PBI TO TPA, WE WERE GIVEN A CRUISE ALT OF FL280. CLBING THROUGH FL270, ATC INSTRUCTED US TO DSND TO FL240 (PLT'S DISCRETION) AFTER REACHING FL280. WE BEGAN THE DSCNT IMMEDIATELY. UPON REACHING FL280, WE WERE GIVEN A CHANGE OF FREQ. THE NEW CTLR TOLD US TO CROSS (BRDGE INTXN) AT 11000 FT. WE WERE 10 NM SE OF BRDGE INTXN WHEN ISSUED THIS XING RESTR. THE CAPT TOLD ATC THAT IT WOULD BE IMPOSSIBLE FOR US TO MAKE THIS XING ALT. ATC THEN ASKED US IF WE HAD THE CHART FOR THE ARR THAT SHOWS TO EXPECT BRDGE AT 11000 FT AT 250 KTS. IT MAKES NO DIFFERENCE WHAT ALT IS EXPECTED IF ATC DOES NOT ISSUE A CLRNC TO DSND. IT WOULD HAVE TAKEN 9000+ FPM TO COMPLY WITH THIS CLRING. TO USE SARCASM TO COVER POOR CTLING WAS UNNECESSARY.
