Narrative:
Called in as assistant at hpw sector. First noticed way too many planes for young fpl. 20 mi in trail to ewr, lga, pal teb. Right side put aircraft X into hold for ewr at FL370. I stopped ewr traffic from south to alleviate in trail restrs, dropped unnecessary data blocks to eliminate confusion. Approximately 30 data blocks on pvd. Aircraft Y was proceeding direct buf, and thought to be handed off to next sector. Aircraft X was completing left turn at fak heading southwest. Aircraft X right side saw the conflict, and brought it to my attention. Right side hesitated looking to me, an 18 yr veteran, for some kind of clearance that would avert loss of separation. I called next sector that we thought was in communication with aircraft Y to take action. He had handoff, but no communication. I instructed right side to drop aircraft Y to FL350, and turn due west from his north heading. Aircraft X reports RA and is climbing. Aircraft Y reports RA and continued descent. Loss of separation occurred, because of delay on right side, communication with aircraft Y in doubt, because right side should have held at south altitude in a northeast traffic sector.
