Narrative:
Filed IFR flight plan to salina, ks. Temperature at saf 97 degrees, density altitude 9200 ft. Received clearance. It was saf direct to salina (sln). Took off, climb performance greatly reduced 900 to 1000 FPM. Propeller control malfunctioned. Realized that we were not going to clear rising terrain. Then saf tower told us to contact ZAB and we had #1 communication failure. I started to avoid terrain, deviate. Contacted center on #2 communication and was told I was 4 mi off course. Because the WX was clear, I had not properly studied the IFR departure procedure. If I had done so, my 4 mi course deviation would not have occurred and I could have climbed in the holding pattern over saf VOR.

Title: SMT TWIN TURBOPROP PLT HAD THE PROP CTL STICK IN FINE PITCH, WHICH RESULTED IN THE TERRAIN CLBING FASTER THAN THE ACFT.
Narrative: FILED IFR FLT PLAN TO SALINA, KS. TEMP AT SAF 97 DEGS, DENSITY ALT 9200 FT. RECEIVED CLRNC. IT WAS SAF DIRECT TO SALINA (SLN). TOOK OFF, CLB PERFORMANCE GREATLY REDUCED 900 TO 1000 FPM. PROP CTL MALFUNCTIONED. REALIZED THAT WE WERE NOT GOING TO CLR RISING TERRAIN. THEN SAF TWR TOLD US TO CONTACT ZAB AND WE HAD #1 COM FAILURE. I STARTED TO AVOID TERRAIN, DEVIATE. CONTACTED CTR ON #2 COM AND WAS TOLD I WAS 4 MI OFF COURSE. BECAUSE THE WX WAS CLR, I HAD NOT PROPERLY STUDIED THE IFR DEP PROC. IF I HAD DONE SO, MY 4 MI COURSE DEV WOULD NOT HAVE OCCURRED AND I COULD HAVE CLBED IN THE HOLDING PATTERN OVER SAF VOR.
