Narrative:
Deviating around fast building cells as described in 3 'sig' cell, controller said unable turn to 150 degrees. The WX had boxed around that area and showed red on our radar. I said I could only fly a west heading. He said east or hold. The WX was moving fast around vrb, so declared an emergency and turned to 230 degree heading. He asked for explanation. I said give me your initials and number, I will talk once on the ground. He refused initials, but gave phone number, handed me off to next controller who cleared me to cyy VOR -- a heading of 230 degrees.
