Narrative:
Electric hydraulic pump removed and replaced. Mechanic placed spoiler by-pass valve in off position. Mechanic did not tag by-pass valve and by-pass valve was not returned to 'on' position. Result was right hydraulic pressure light stayed illuminated. Maintenance control notified and aircraft was MEL'ed per MEL 29-10 and aircraft taken to gate for revenue flight. Aircraft went from ZZZ to ZZZ1. At ZZZ1 first officer noticed by-pass valve in wrong position on walkaround. ZZZ1 mechanic positioned valve in 'on' position and MEL placard was cleared.

Title: A DC9-50 WAS DISPATCHED IN NON COMPLIANCE WITH THE SPOILER BYPASS VALVE IN THE OFF POS FOR MAINT. VALVE NOT OPENED AFTER MAINT.
Narrative: ELECTRIC HYD PUMP REMOVED AND REPLACED. MECH PLACED SPOILER BY-PASS VALVE IN OFF POS. MECH DID NOT TAG BY-PASS VALVE AND BY-PASS VALVE WAS NOT RETURNED TO 'ON' POS.
