Narrative:
After receiving the visual approach to runway 22 we were notified of an airbus on a 1 mi final to runway 19. We were approximately 2 mi from the airport at this time. As soon as the airbus crossed one through the 19/15 intersection, tower cleared the do-328 for takeoff on runway 15. The airbus was attempting to turn off at the runway 22 intersection, when tower instructed that they continue through the intersection. We continued the approach and landed uneventfully, other than the uncomfortably close distance to the do-328, which passed above and in front of us. Tower clearly should have held the do-328 from departing. At the time of takeoff clearance we were on a 1 mi final. There was very little we could have done in the event of a go around. One option would have been to fly at low altitude over the terminal. Contributing factors were: 1) reduced visibility (the do-328 pilots probably did not see us upon start of takeoff roll). 2) the airbus attempting to turn off on our runway distraction us and made us consider a go around.

Title: DHC-8 FLT CREW LANDS ON RWY 22 AS A DO-328 TAKES OFF ON RWY 15 AT DCA.
Narrative: AFTER RECEIVING THE VISUAL APCH TO RWY 22 WE WERE NOTIFIED OF AN AIRBUS ON A 1 MI FINAL TO RWY 19. WE WERE APPROX 2 MI FROM THE ARPT AT THIS TIME. AS SOON AS THE AIRBUS CROSSED ONE THROUGH THE 19/15 INTXN, TWR CLRED THE DO-328 FOR TKOF ON RWY 15. THE AIRBUS WAS ATTEMPTING TO TURN OFF AT THE RWY 22 INTXN, WHEN TWR INSTRUCTED THAT THEY CONTINUE THROUGH THE INTXN. WE CONTINUED THE APCH AND LANDED UNEVENTFULLY, OTHER THAN THE UNCOMFORTABLY CLOSE DISTANCE TO THE DO-328, WHICH PASSED ABOVE AND IN FRONT OF US. TWR CLRLY SHOULD HAVE HELD THE DO-328 FROM DEPARTING. AT THE TIME OF TKOF CLRNC WE WERE ON A 1 MI FINAL. THERE WAS VERY LITTLE WE COULD HAVE DONE IN THE EVENT OF A GAR. ONE OPTION WOULD HAVE BEEN TO FLY AT LOW ALT OVER THE TERMINAL. CONTRIBUTING FACTORS WERE: 1) REDUCED VISIBILITY (THE DO-328 PLTS PROBABLY DID NOT SEE US UPON START OF TKOF ROLL). 2) THE AIRBUS ATTEMPTING TO TURN OFF ON OUR RWY DISTR US AND MADE US CONSIDER A GAR.
