Narrative:
While en route; we just completed visual approach briefing and the in-range checklist was called for. After flow was completed by first officer; he began reading checklist. Noted master caution for rudder full pressure; #2 rudder hydraulic; and roll spoiler outboard hydraulic caution lights illuminated. Discovered #2 hydraulic quantity showing zero. Requested to enter holding at VOR and performed cfm checklists. Contacted dispatch through operations and notified of situation. Agreed to return to ZZZ for landing due to manual gear extension; mountainous terrain; and displaced runway environment. Coordination through operations; maintenance staff; and dispatch. Emergency declared and vectored for visual approach to runway with crash fire rescue equipment standing by. All checklists complete and gear locked down by alternate gear extension procedure. Uneventful landing to full stop on runway. All gear pinned by flight crew. Maintenance staff arrived shortly thereafter and towed aircraft to gate with all passenger on board. Passenger deplaned and in care of gate agents and supervisors. Aircraft turned over to maintenance staff after write-ups in aml. Aircraft swap and continued flight.

Narrative: WHILE ENRTE; WE JUST COMPLETED VISUAL APCH BRIEFING AND THE IN-RANGE CHKLIST WAS CALLED FOR. AFTER FLOW WAS COMPLETED BY FO; HE BEGAN READING CHKLIST.
