Narrative:

We were climbing through 13000 ft MSL west of austin, tx, when the TCASII gave a RA for a single engine aircraft that was approaching from northwest of our position at 13500 ft. We complied with the RA and descended to 12500 ft. The small aircraft passed overhead. We notified the center of the conflict and our action, and he continued to climb to FL230.. Houston center advised that the aircraft was a pop-up and not noticed earlier.
