Narrative:

Crj was descended into FL290 inbound to roc, B722 was swbound. Crj was north of B727-200, but less than standard 5 mi when the incident happened. No corrective actions were taken, because they were already on diverging courses, and when the conflict alert activated, they were at closest point moving away from each other. I had thought when I issued clearance that the crj would pass behind the B727-200 that I thought was on a more southerly route forgetting I had given him direct routing (radar heading direct when able mie).

Title: ZOB ARTCC RADAR CTLR DID NOT TURN A B727 AT CRUISE ALT FAR ENOUGH TO PASS WELL CLR OF A CRJ FLT DSNDING.

Narrative: CRJ WAS DSNDED INTO FL290 INBOUND TO ROC, B722 WAS SWBOUND. CRJ WAS N OF B727-200, BUT LESS THAN STANDARD 5 MI WHEN THE INCIDENT HAPPENED. NO CORRECTIVE ACTIONS WERE TAKEN, BECAUSE THEY WERE ALREADY ON DIVERGING COURSES, AND WHEN THE CONFLICT ALERT ACTIVATED, THEY WERE AT CLOSEST POINT MOVING AWAY FROM EACH OTHER. I HAD THOUGHT WHEN I ISSUED CLRNC THAT THE CRJ WOULD PASS BEHIND THE B727-200 THAT I THOUGHT WAS ON A MORE SOUTHERLY RTE FORGETTING I HAD GIVEN HIM DIRECT ROUTING (RADAR HDG DIRECT WHEN ABLE MIE).
