Narrative:
The FAA is proposing a change to the LOA between pensacola TRACON and pensacola tower. The intent of the change is to remove the airspace delegated to pensacola tower. This delegation of airspace allows the tower controllers the ability to vector aircraft when necessary to ensure separation exists between aircraft involved in clbouts from practice approachs, and also between departure aircraft and those on final to a nearby military airport that the departures must fly through. Pensacola regional airport was the location of over 10000 military practice approachs last yr. If the FAA is successful imposing the new LOA and removing the tower's delegated airspace, these military aviators will have to seek their training elsewhere. The new LOA will also cause lengthy delays to the commercial operations at pensacola regional airport. Instead of being able to vector departure aircraft to a specific point at a specific time, the tower controllers will be reduced to relaying departure instructions from the approach controllers to the aircraft. Since the tower controllers will no longer be radar qualified, the pensacola TRACON controllers will have to, in many runway configns build large gaps in the arrival pattern to npa to allow the departures off pns to take off. Since the military is not required to reduce training to accommodate the departures off pns, delays could be lengthy.

Title: PNS CTLR CONCERNED WITH PROPOSED CHANGES TO THE PNS TRACON TWR LOA, WHICH IS PERCEIVED BY CTLR TO BE MORE RESTRICTIVE TO EFFECTIVE UTILIZATION OF AIRSPACE.
