Narrative:

Bloomington tower assigned us heading 240 degrees after departure. Soon after being established on this heading we were told to contact peoria departure. I saw traffic at 11 O'clock position converging (TCASII TA). I told first officer to turn right approximately 40 degrees to avoid traffic. TCASII TA turned into RA as soon as we began the turn. After I saw we were clear of the conflict, peoria departure requested us to 'squawk identify.' it's obvious peoria departure had no clue where we were even though they stated we were 'radar contact' shortly after takeoff. I don't know if peoria departure was talking to the GA aircraft or not, but the 240 degree heading assigned by tower was inappropriate and unsafe.

Title: POTENTIAL CONFLICT AVOIDED BY THE TCASII RA ISSUED ON THE DEP BAE4100 WHEN GA TFC DETECTED 500 FT ABOVE, CONVERGING, 10 MI SW OF BMI, IL.

Narrative: BLOOMINGTON TWR ASSIGNED US HEADING 240 DEGS AFTER DEP. SOON AFTER BEING ESTABLISHED ON THIS HEADING WE WERE TOLD TO CONTACT PEORIA DEP. I SAW TFC AT 11 O'CLOCK POS CONVERGING (TCASII TA). I TOLD FO TO TURN R APPROX 40 DEGS TO AVOID TFC. TCASII TA TURNED INTO RA AS SOON AS WE BEGAN THE TURN. AFTER I SAW WE WERE CLR OF THE CONFLICT, PEORIA DEP REQUESTED US TO 'SQUAWK IDENT.' IT'S OBVIOUS PEORIA DEP HAD NO CLUE WHERE WE WERE EVEN THOUGH THEY STATED WE WERE 'RADAR CONTACT' SHORTLY AFTER TKOF. I DON'T KNOW IF PEORIA DEP WAS TALKING TO THE GA ACFT OR NOT, BUT THE 240 DEG HDG ASSIGNED BY TWR WAS INAPPROPRIATE AND UNSAFE.
