Narrative:
The aircraft blew his altitude assignment of FL240. He descended to FL234. After the receiving controller questioned him, he climbed to FL249. The supervisor was in on duty and took no action. I thought abnormal flight characteristics on special interest flts going into jfk had to be handled as suspicious. I was concerned along with the radar controller and was surprised nobody called the military.

Title: ZBW CTLR IS CONCERNED WITH ALTDEV BY FOREIGN ACR.
Narrative: THE ACFT BLEW HIS ALT ASSIGNMENT OF FL240. HE DSNDED TO FL234. AFTER THE RECEIVING CTLR QUESTIONED HIM, HE CLBED TO FL249. THE SUPVR WAS IN ON DUTY AND TOOK NO ACTION. I THOUGHT ABNORMAL FLT CHARACTERISTICS ON SPECIAL INTEREST FLTS GOING INTO JFK HAD TO BE HANDLED AS SUSPICIOUS. I WAS CONCERNED ALONG WITH THE RADAR CTLR AND WAS SURPRISED NOBODY CALLED THE MIL.
