Narrative:
I was working local and was moderately busy. A PA28 called inbound from the west. I instructed the aircraft to make left traffic runway 30 and report left downwind midfield. I then cleared 2 aircraft for takeoff. I then cleared the PA44 for takeoff. About 2 mins after the PA44 departed the PA28 entered the downwind and reported a twin had passed over him approximately 100 ft above him. I failed to issue traffic to either aircraft. The PA28 didn't enter the downwind at a 45 degrees to the downwind midfield. Lack of radar sua.

Title: A TWR CTLR DID NOT ISSUE TFC ALERTS TO AN ARRIVING AND DEPARTING ACFT RESULTING IN NMAC.
Narrative: I WAS WORKING LCL AND WAS MODERATELY BUSY. A PA28 CALLED INBOUND FROM THE W. I INSTRUCTED THE ACFT TO MAKE L TFC RWY 30 AND RPT L DOWNWIND MIDFIELD. I THEN CLRED 2 ACFT FOR TKOF.
