Narrative:
After shooting 16 sites (aerial photos) we contacted potomac approach just east of martinsburg VOR to obtain a clearance into the ADIZ/class B airspace. Potomac advised that we contact potomac on 126.1 we did this and were told to standby and remain clear of ADIZ. We continued to climb and turned northeast. Another aircraft contacted potomac on 126.1 and potomac advised that craft since no flight plan had been filed he could not work the craft. I recontacted potomac on 126.1 and advised that we did have a plan filed. At that point he gave us a squawk, clearance to climb to 4500 ft (wrong altitude for direction of flight, but it was his idea). And we were told we were cleared into ADIZ/class B. A few mins later we were handed off to potomac on 128.7 at which time we were asked to copy down a phone number to call because of a 'possible airspace violation.' at that point I questioned our clearance into class B and the controller advised that he was 'rescinding' our clearance and that we would need to descend to 3400 ft and then to 1500 ft by ft mead to remain clear of class B. We continued direct to annapolis and contacted potomac on the ground. Mr X was very nice, told me that I had joined over 700 pilots who had done the same thing this year, and that because of backlog it would be 3-6 months until I heard from anyone. I gave him my pilot information and ended the call. Class B and the ADIZ overlap on the western edge of washington. I monitored my position carefully on my argus 7000 and flew the headings requested by potomac. I believe we were close but did not penetrate until we were cleared by the first controller. We may be wrong but there were 3 pilots on board and we were watching carefully on the argus to be sure we did not do this. Flying in the northern va/dc area is tougher than ever I feel sorry for the pilots located there. We tried to do everything that we were told not being accepted the first time we called didn't help we should have continued to circle until the clearance was received rather than starting to head back to annapolis.

ANOTHER ACFT CONTACTED POTOMAC ON 126.1 AND POTOMAC ADVISED THAT CRAFT SINCE NO FLT PLAN HAD BEEN FILED HE COULD NOT WORK THE CRAFT. I RECONTACTED POTOMAC ON 126.1 AND ADVISED THAT WE DID HAVE A PLAN FILED. AT THAT POINT HE GAVE US A SQUAWK, CLRNC TO CLB TO 4500 FT (WRONG ALT FOR DIRECTION OF FLT, BUT IT WAS HIS IDEA). AND WE WERE TOLD WE WERE CLRED INTO ADIZ/CLASS B. I GAVE HIM MY PLT INFO AND ENDED THE CALL. CLASS B AND THE ADIZ OVERLAP ON THE WESTERN EDGE OF WASHINGTON. I MONITORED MY POS CAREFULLY ON MY ARGUS 7000 AND FLEW THE HDGS REQUESTED BY POTOMAC. I BELIEVE WE WERE CLOSE BUT DID NOT PENETRATE UNTIL WE WERE CLRED BY THE FIRST CTLR. WE MAY BE WRONG BUT THERE WERE 3 PLTS ON BOARD AND WE WERE WATCHING CAREFULLY ON THE ARGUS TO BE SURE WE DID NOT DO THIS. FLYING IN THE NORTHERN VA/DC AREA IS TOUGHER THAN EVER I FEEL SORRY FOR THE PLTS LOCATED THERE. WE TRIED TO DO EVERYTHING THAT WE WERE TOLD NOT BEING ACCEPTED THE FIRST TIME WE CALLED DIDN'T HELP WE SHOULD HAVE CONTINUED TO CIRCLE UNTIL THE CLRNC WAS RECEIVED RATHER THAN STARTING TO HEAD BACK TO ANNAPOLIS.
