Narrative:
Pilot requested ground controller to authority/authorized sbound departure. Ground controller replied 'expect that.' pilot requested tower to approve sbound departure. Tower approved sbound departure. After takeoff, tower stated that aircraft, which had taken off, departing sbound, had taken off in the wrong direction. Pilot stated he had been cleared to take off with sbound departure. Controller stated that sbound departure was cleared, but from the downwind leg. Pilot reminded that this was not the clearance as communicated to him. Suggest that controller, who has been required to approve sbound departure to airport south of airport of departure, and who provides such clearance, if he expects departure to be northbound and only sbound from downwind, clearly so state. Second, if controller observes aircraft taxiing up to take off in direction other than what controller expects, he notify pilot immediately, so that corrective action may be taken, rather than only after takeoff.

Title: WRONG RWY TKOF PERFORMED BY A BE95 PLT WHEN HE HAD BEEN CLRED FOR A SBOUND DEP BY THE CTLR AT PAE, WA.
Narrative: PLT REQUESTED GND CTLR TO AUTH SBOUND DEP. GND CTLR REPLIED 'EXPECT THAT.' PLT REQUESTED TWR TO APPROVE SBOUND DEP. TWR APPROVED SBOUND DEP. AFTER TKOF, TWR STATED THAT ACFT, WHICH HAD TAKEN OFF, DEPARTING SBOUND, HAD TAKEN OFF IN THE WRONG DIRECTION. PLT STATED HE HAD BEEN CLRED TO TAKE OFF WITH SBOUND DEP. CTLR STATED THAT SBOUND DEP WAS CLRED, BUT FROM THE DOWNWIND LEG. PLT REMINDED THAT THIS WAS NOT THE CLRNC AS COMMUNICATED TO HIM. SUGGEST THAT CTLR, WHO HAS BEEN REQUIRED TO APPROVE SBOUND DEP TO ARPT S OF ARPT OF DEP, AND WHO PROVIDES SUCH CLRNC, IF HE EXPECTS DEP TO BE NBOUND AND ONLY SBOUND FROM DOWNWIND, CLRLY SO STATE. SECOND, IF CTLR OBSERVES ACFT TAXIING UP TO TAKE OFF IN DIRECTION OTHER THAN WHAT CTLR EXPECTS, HE NOTIFY PLT IMMEDIATELY, SO THAT CORRECTIVE ACTION MAY BE TAKEN, RATHER THAN ONLY AFTER TKOF.
