Narrative:

We arrived in manassas, va, to pick up freight going to det. The captain and I loaded the freight and prepared to depart manassas. I (the first officer) contacted manassas ground and obtained the following clearance: 'aircraft Y, you are cleared to detroit city, climb to 800 ft, right turn to csn, cross 10 NM east of csn at 2000 ft, cross csn at 3000 ft, proceed to the ldn, V144, ape direct, departure will be 124.65 and your squawk is XXXX, expect 6000 ft within 10 mins.' the captain entered the cockpit and we started and taxied to runway 16R for departure. Prior to reaching the runway, the tower controller asked if we would be ready and we advised yes. He then cleared us for takeoff on runway 16R. We departed runway 16R and I began a slow right turn towards the csn VOR. I had the 107 degree radial dialed in on my obs to make sure that we didn't enter the restr airspace depicted on the arsenal 1 departure. At no time did our GPS or vors indicate that we crossed this radial. I intercepted it and was tracking it to the csn VOR. Approximately 10 mi from the VOR, tower called and asked if we were talking to potomac approach and we indicated that we were not and were not handed off to them. The tower advised that he had handed us off and advised us to contact them immediately. We complied and were cleared directly to the linden VOR. Potomac approach then asked if we do this a lot. The captain advised that we do fly nearly everyday, but do not frequently go to hef. The controller then acknowledged us. A few mins later, we were handed off to another controller. A few mins after that, we were given a phone number to call potomac approach when we landed. We landed at det 2 hours later. While I unloaded the freight, the captain immediately called the number and was informed that we entered restr airspace and the person that needed to talk to him was gone for the day and would return his call. We are not sure what airspace we allegedly violated. It may be R6608A demonstration 2 MOA or R6608B demonstration 1 and 3 MOA. I believe the confusion began when I called lansing FSS and obtained a briefing and was given the NOTAMS about the arsenal 1 departure not being available. While I was obtaining the clearance from manassas, I had the plates open to the arsenal 1 departure. I noticed, while copying the clearance, that the controller was reading me the arsenal 1 departure procedure nearly verbatim to what is printed in the book. The only exception was, no mention of the 107 degree radial from casanova. This is where I somehow thought we were supposed to fly that radial to VOR as depicted on the departure procedure. I thought this way because I have been issued sids and stars that were not available by NOTAMS by controllers just reading them as a clearance. I believe that this could have been avoided by the following: 1) flying the departure strictly as given to me. 2) not looking at the arsenal 1 departure while receiving the clearance. 3) ATC warning us that the clearance is very similar to the SID and not to fly the SID. 4) manassas tower calling us again shortly after not receiving a reply from his first transmission to contact potomac. This may have allowed time for ATC to see that we were nearing the restr areas and to turn us.

Narrative: WE ARRIVED IN MANASSAS, VA, TO PICK UP FREIGHT GOING TO DET. THE CAPT AND I LOADED THE FREIGHT AND PREPARED TO DEPART MANASSAS. THE CAPT ADVISED THAT WE DO FLY NEARLY EVERYDAY, BUT DO NOT FREQUENTLY GO TO HEF. THE CTLR THEN ACKNOWLEDGED US. A FEW MINS LATER, WE WERE HANDED OFF TO ANOTHER CTLR. A FEW MINS AFTER THAT, WE WERE GIVEN A PHONE NUMBER TO CALL POTOMAC APCH WHEN WE LANDED. WE LANDED AT DET 2 HRS LATER. WHILE I UNLOADED THE FREIGHT, THE CAPT IMMEDIATELY CALLED THE NUMBER AND WAS INFORMED THAT WE ENTERED RESTR AIRSPACE AND THE PERSON THAT NEEDED TO TALK TO HIM WAS GONE FOR THE DAY AND WOULD RETURN HIS CALL. WE ARE NOT SURE WHAT AIRSPACE WE ALLEGEDLY VIOLATED. IT MAY BE R6608A DEMO 2 MOA OR R6608B DEMO 1 AND 3 MOA. I BELIEVE THE CONFUSION BEGAN WHEN I CALLED LANSING FSS AND OBTAINED A BRIEFING AND WAS GIVEN THE NOTAMS ABOUT THE ARSENAL 1 DEP NOT BEING AVAILABLE. WHILE I WAS OBTAINING THE CLRNC FROM MANASSAS, I HAD THE PLATES OPEN TO THE ARSENAL 1 DEP. I NOTICED, WHILE COPYING THE CLRNC, THAT THE CTLR WAS READING ME THE ARSENAL 1 DEP PROC NEARLY VERBATIM TO WHAT IS PRINTED IN THE BOOK. I BELIEVE THAT THIS COULD HAVE BEEN AVOIDED BY THE FOLLOWING: 1) FLYING THE DEP STRICTLY AS GIVEN TO ME. 2) NOT LOOKING AT THE ARSENAL 1 DEP WHILE RECEIVING THE CLRNC. 3) ATC WARNING US THAT THE CLRNC IS VERY SIMILAR TO THE SID AND NOT TO FLY THE SID. 4) MANASSAS TWR CALLING US AGAIN SHORTLY AFTER NOT RECEIVING A REPLY FROM HIS FIRST XMISSION TO CONTACT POTOMAC. THIS MAY HAVE ALLOWED TIME FOR ATC TO SEE THAT WE WERE NEARING THE RESTR AREAS AND TO TURN US.
