Narrative:
We received a last min clearance change from the access two departure to the tralr one departure dvc as filed, climb and maintain FL190. We reviewed the company chart and briefed the new departure, but failed to note the at or below 7000 ft restr at roppr on the new departure. During taxi, we discussed the new clearance and reviewed the procedure again. At the end of the runway, we completed a runway update which is required for the RNAV departure. After takeoff, we switched to departure control and reported in 'climbing to FL190,' who responded with 'roger.' during climb out, shortly after passing 7000 ft, departure control asked our altitude passing. I reported the altitude 8000 ft. He informed me of the 7000 ft restr at roppr and then cleared us to continue up to FL190. Contributing factors: the 'at or below' on the chart can be mistaken easily for 'at or above,' departure change at last min, procedure brief, manual 'runway' update required prior to takeoff due to RNAV departure.
Original NASA ASRS Text
Title: A B757 CREW PASS THROUGH A CHARTED ALT RESTR WHEN DEPARTING LAS.
Narrative: WE RECEIVED A LAST MIN CLRNC CHANGE FROM THE ACCESS TWO DEP TO THE TRALR ONE DEP DVC AS FILED, CLB AND MAINTAIN FL190. WE REVIEWED THE COMPANY CHART AND BRIEFED THE NEW DEP, BUT FAILED TO NOTE THE AT OR BELOW 7000 FT RESTR AT ROPPR ON THE NEW DEP. DURING TAXI, WE DISCUSSED THE NEW CLRNC AND REVIEWED THE PROC AGAIN. AT THE END OF THE RWY, WE COMPLETED A RWY UPDATE WHICH IS REQUIRED FOR THE RNAV DEP. AFTER TKOF, WE SWITCHED TO DEP CTL AND RPTED IN 'CLBING TO FL190,' WHO RESPONDED WITH 'ROGER.' DURING CLBOUT, SHORTLY AFTER PASSING 7000 FT, DEP CTL ASKED OUR ALT PASSING. I RPTED THE ALT 8000 FT. HE INFORMED ME OF THE 7000 FT RESTR AT ROPPR AND THEN CLRED US TO CONTINUE UP TO FL190. CONTRIBUTING FACTORS: THE 'AT OR BELOW' ON THE CHART CAN BE MISTAKEN EASILY FOR 'AT OR ABOVE,' DEP CHANGE AT LAST MIN, PROC BRIEF, MANUAL 'RWY' UPDATE REQUIRED PRIOR TO TKOF DUE TO RNAV DEP.
