Narrative:
I was working hyper sector in ZNY nov/mon/03. At XA00 while working the first 9 arrs to iad approach, I was told by iad approach to 'hold all aircraft, RVR 1600 ft.' this placed me in an instant hold situation, also sectors 26, 27, 39, 92, 91 in ZNY. ZBW also held, I'm sure. What disturbs me most is the lack of communication iad had with ZNY. No one in ZNY had any idea that the RVR would drop this morning. 6 sectors were instantly put into holding sits. This is very unsafe and costly for the airlines. The holding lasted 90 mins. Aircraft diverted from iad holding to avp, mdt, orf, gso. The disruption of people's lives and the cost of these operations were huge. A ground stop of iad traffic was finally put in, but it was too late. This traffic departs early in the morning. Iad doesn't call about the arrival problems, no one stops the departures on the ground. Yet, nothing is done about the situation, no mention in facility logs about problems with communication between iad/ZNY, no meetings held to find out how this could happen. This will all just happen again, more people will depart alb to iad and end up in gso!
