Narrative:
Reference MEL 2151M, left flow control valve shutoff inoperative. Failed to notify dd. On further deferral, MEL ozone converter being inoperative in left flow control valve is locked closed. Locked flow control valve left closed but did not call dispatcher. Flight continued to destination without incident.

Title: A B777 WAS DISPATCHED IN NON COMPLIANCE WITH A FLOW CTL VALVE DEFERRED CLOSED PER THE MEL. DISPATCH NOT ADVISED OF FLT RESTRS.
Narrative: REF MEL 2151M, L FLOW CTL VALVE SHUTOFF INOP. FAILED TO NOTIFY DD. ON FURTHER DEFERRAL, MEL OZONE CONVERTER BEING INOP IN L FLOW CTL VALVE IS LOCKED CLOSED. LOCKED FLOW CTL VALVE LEFT CLOSED BUT DID NOT CALL DISPATCHER. FLT CONTINUED TO DEST WITHOUT INCIDENT.
