Narrative:
I received a phone call from the leesburg FSDO advising me that law enforcement had filed a violation on my aircraft stating that I had entered the washington ADIZ without an assigned discrete transponder code. This is not true and law enforcement must have confused my tail number with another aircraft. On the afternoon of nov/sat/03, I filed an ADIZ flight plan with leesburg FSS to proceed from martinsburg, wv, to casanova, VOR, enter the washington ADIZ, and landed at manassas airport (hef). Leesburg filed my ADIZ clearance and advised me to contact potomac over casanova VOR for entry into the ADIZ. When I contacted potomac over casanova VOR, the controller issued a squawk code and cleared me for entry into the ADIZ. I was under the positive control of potomac approach until I landed at manassas. It was a busy flying day with a number of aircraft going in and out of the ADIZ between casanova VOR and manassas. They must have mistaken my tail number for another aircraft.

Title: C337 PLT CHALLENGES FAA CLAIM OF UNAUTH DC ADIZ ENTRY THE WK PRIOR FOR LNDG AT HEF.
Narrative: I RECEIVED A PHONE CALL FROM THE LEESBURG FSDO ADVISING ME THAT LAW ENFORCEMENT HAD FILED A VIOLATION ON MY ACFT STATING THAT I HAD ENTERED THE WASHINGTON ADIZ WITHOUT AN ASSIGNED DISCRETE XPONDER CODE. THIS IS NOT TRUE AND LAW ENFORCEMENT MUST HAVE CONFUSED MY TAIL NUMBER WITH ANOTHER ACFT. ON THE AFTERNOON OF NOV/SAT/03, I FILED AN ADIZ FLT PLAN WITH LEESBURG FSS TO PROCEED FROM MARTINSBURG, WV, TO CASANOVA, VOR, ENTER THE WASHINGTON ADIZ, AND LANDED AT MANASSAS ARPT (HEF). LEESBURG FILED MY ADIZ CLRNC AND ADVISED ME TO CONTACT POTOMAC OVER CASANOVA VOR FOR ENTRY INTO THE ADIZ. WHEN I CONTACTED POTOMAC OVER CASANOVA VOR, THE CTLR ISSUED A SQUAWK CODE AND CLRED ME FOR ENTRY INTO THE ADIZ. I WAS UNDER THE POSITIVE CTL OF POTOMAC APCH UNTIL I LANDED AT MANASSAS. IT WAS A BUSY FLYING DAY WITH A NUMBER OF ACFT GOING IN AND OUT OF THE ADIZ BTWN CASANOVA VOR AND MANASSAS. THEY MUST HAVE MISTAKEN MY TAIL NUMBER FOR ANOTHER ACFT.
