Narrative:
I was doing practice ILS approachs to runway 7. I had been cleared for the option from a 3 NM final by the tower. During the missed approach at approximately 200 ft, the safety pilot stated he had conflicting traffic. I looked under my foggles and to the left and could see a high wing single engine cessna climbing out of my left wing, over runway 20. The cessna had been cleared for a touch-and-go by the tower. The safety pilot took over control of the aircraft, reduced power and descended to ensure we would pass below the climbing cessna. Once we were clear, the safety pilot returned the flight control to me. Apparently the local controller did not ensure the cessna would cross the runway threshold behind us. Local controller failed to ensure intersecting runway separation for 2 aircraft each using a different runway at the same airport and at the same time. Controller needs to exercise greater vigilance to ensure proper runway separation, when the traffic conditions increase in volume and complexity.

Title: PA28 INSTRUCTOR PLT TAKES CTL OF ACFT INITIATING AN EVASIVE MANEUVER WHEN CONDUCTING A MISSED APCH FROM PHF, RWY 7, FROM A CESSNA DEPARTING FROM RWY 20.
Narrative: I WAS DOING PRACTICE ILS APCHS TO RWY 7. I HAD BEEN CLRED FOR THE OPTION FROM A 3 NM FINAL BY THE TWR. DURING THE MISSED APCH AT APPROX 200 FT, THE SAFETY PLT STATED HE HAD CONFLICTING TFC. I LOOKED UNDER MY FOGGLES AND TO THE L AND COULD SEE A HIGH WING SINGLE ENG CESSNA CLBING OUT OF MY L WING, OVER RWY 20. THE CESSNA HAD BEEN CLRED FOR A TOUCH-AND-GO BY THE TWR. THE SAFETY PLT TOOK OVER CTL OF THE ACFT, REDUCED PWR AND DSNDED TO ENSURE WE WOULD PASS BELOW THE CLBING CESSNA. ONCE WE WERE CLR, THE SAFETY PLT RETURNED THE FLT CTL TO ME. APPARENTLY THE LCL CTLR DID NOT ENSURE THE CESSNA WOULD CROSS THE RWY THRESHOLD BEHIND US. LCL CTLR FAILED TO ENSURE INTERSECTING RWY SEPARATION FOR 2 ACFT EACH USING A DIFFERENT RWY AT THE SAME ARPT AND AT THE SAME TIME. CTLR NEEDS TO EXERCISE GREATER VIGILANCE TO ENSURE PROPER RWY SEPARATION, WHEN THE TFC CONDITIONS INCREASE IN VOLUME AND COMPLEXITY.
