Narrative:
During the final stages of the #2 engine drop and reinstall, as the crew and I were performing leak checks on the thrust reverser hydraulic lines, I gave the mechanic on top of the wing an ok to close the cover panel and I took his word he was closing it (the access panel). I failed to check later on to see that the panel was closed and secured.

Title: A B737-200 ENG WAS REMOVED FOR PYLON DAMAGE INSPECTION AND REINSTALLED AND RETURNED TO SVC IN NON COMPLIANCE WITH A TOP WING PANEL NOT SECURED.
Narrative: DURING THE FINAL STAGES OF THE #2 ENG DROP AND REINSTALL, AS THE CREW AND I WERE PERFORMING LEAK CHKS ON THE THRUST REVERSER HYD LINES, I GAVE THE MECH ON TOP OF THE WING AN OK TO CLOSE THE COVER PANEL AND I TOOK HIS WORD HE WAS CLOSING IT (THE ACCESS PANEL). I FAILED TO CHK LATER ON TO SEE THAT THE PANEL WAS CLOSED AND SECURED.
