Narrative:
While taxiing sbound on taxiway a, we were following a citation. As we approached taxiway G, we noticed that the citation had turned on its strobes and lined up on taxiway U (also parallel to runway 2). When we saw the citation accelerating, we made a call on ric ground (121.9) to the effect that the 'citation is taking off on the taxiway.' evidently the citation barely missed an rj holding on taxiway east. We did not have a close call, but sure witnessed one.

Title: A310 CREW OBSERVED A CONFLICT BTWN A CESSNA CITATION AND AN RJ, WHEN THE CITATION TOOK OFF FROM A TXWY AT RIC.
Narrative: WHILE TAXIING SBOUND ON TXWY A, WE WERE FOLLOWING A CITATION. AS WE APCHED TXWY G, WE NOTICED THAT THE CITATION HAD TURNED ON ITS STROBES AND LINED UP ON TXWY U (ALSO PARALLEL TO RWY 2). WHEN WE SAW THE CITATION ACCELERATING, WE MADE A CALL ON RIC GND (121.9) TO THE EFFECT THAT THE 'CITATION IS TAKING OFF ON THE TXWY.' EVIDENTLY THE CITATION BARELY MISSED AN RJ HOLDING ON TXWY E.
