Narrative:
While flying along the california/mexico boarder, I flew over calexico airport at 1200 ft AGL. I had my radio off and saw no traffic. Suddenly, a twin engine aircraft flew across my nose at less than 500 ft of distance. The aircraft must have been making its base leg in the pattern. To avoid the traffic, I immediately banked 60 degrees opposite to his direction and the other aircraft did the same. The airport is 1/4 mi from the border and the twin undoubtedly crossed into mexican airspace because of my error. My failure to monitor the airport CTAF and watch for traffic nearly cost the lives of all involved. I have learned a lot from this near miss. Never again!
