Narrative:

Approach control cleared us to a visual approach at bwi runway 33L to intercept final inside the FAF (ruett). We began a turn and descent from 3000 ft to join a normal approach path to the runway. We were switched to tower frequency 110.4 and checked in. TCASII then showed a target 200-300 ft below us in our flight path (pop-up) and began an RA to climb. We began a climb and then tower instructed us to climb immediately to 2500 ft. We complied with the RA, overshooting 2500 ft. Then tower cleared us to land. We were never given TA's, if approach or tower knew of the traffic. We should have been given the TA if known, or not given the approach clearance that would turn and descend us into the traffic.

Title: A319 FLT CREW LNDG BWI EXPERIENCED TCASII RA WITH UNKNOWN TFC AT 1800 FT.

Narrative: APCH CTL CLRED US TO A VISUAL APCH AT BWI RWY 33L TO INTERCEPT FINAL INSIDE THE FAF (RUETT). WE BEGAN A TURN AND DSCNT FROM 3000 FT TO JOIN A NORMAL APCH PATH TO THE RWY. WE WERE SWITCHED TO TWR FREQ 110.4 AND CHKED IN. TCASII THEN SHOWED A TARGET 200-300 FT BELOW US IN OUR FLT PATH (POP-UP) AND BEGAN AN RA TO CLB. WE BEGAN A CLB AND THEN TWR INSTRUCTED US TO CLB IMMEDIATELY TO 2500 FT. WE COMPLIED WITH THE RA, OVERSHOOTING 2500 FT. THEN TWR CLRED US TO LAND. WE WERE NEVER GIVEN TA'S, IF APCH OR TWR KNEW OF THE TFC. WE SHOULD HAVE BEEN GIVEN THE TA IF KNOWN, OR NOT GIVEN THE APCH CLRNC THAT WOULD TURN AND DSND US INTO THE TFC.
