Narrative:
En route to abq, ATIS indicated ILS runway 3 in use. On arrival, the wind shifted 180 degrees and ATIS now said visual runway 21 in effect. On handoff to approach control, we were now assigned VOR runway 8, circle to land runway 21. We flew this to a missed approach. It was impossible to stay VFR and land when we broke out. At this point, we had 11000 pounds of fuel and no viable alternate. The winds were reported 170 degrees at 16 KTS, gusting to 20 KTS. After a short discussion with the first officer, I declared an emergency with approach and stated my intentions to fly the ILS runway 3 to a landing. An uneventful full stop landing ensued and we taxied to the gate. The winds were reported as 170 degrees at 14 KTS on short final. Supplemental information from acn 609005: with no approach to runway 21 and all other allowable runways closed, fuel at about 10800 pounds, wind out of sse at about 16 KTS and steady runway 3 10000 ft, we decided to declare an emergency and land downwind from the ILS runway 3.
