Narrative:
Flight X, FL250, clearance to FL270. Second clearance to FL290, no delay through FL270 for traffic at FL260. Radar controller thought air carrier Y would fall in behind air carrier X. Controller saw situation at the same time as conflict alert. Tried to descend air carrier X back to FL250. Did not get a reply in time.

Narrative: FLT X, FL250, CLRNC TO FL270. SECOND CLRNC TO FL290, NO DELAY THROUGH FL270 FOR TFC AT FL260. RADAR CTLR THOUGHT ACR Y WOULD FALL IN BEHIND ACR X. CTLR SAW SIT AT THE SAME TIME AS CONFLICT ALERT. TRIED TO DSND ACR X BACK TO FL250. DID NOT GET A REPLY IN TIME.
