Narrative:

On flight from sju to fll, passenger was too busy with his cellular phone and refused to stow his 2 carry-on bags. As we were preparing for closing the doors and pushback from gate, passenger had his luggage on floor in front of my jumpseat and in front of 2R door (exit-emergency exit). After requesting passenger to stow his luggage several times, he insisted he would do it later. We could not give captain 'the cabin secure' report for departure. We could not push back or close door of aircraft. I explained to passenger he was not following far/FAA procedures by not stowing his bags and blocking an emergency exit, also. He still would not follow my request, and would not stow his bags. I then put his large size bag outside aircraft to be checked, and he became very verbal. The captain was then informed about incident and gave the passenger an ultimatum. He was to stow his bags, or his bags were going to be checked. He could stay and behave properly, or go with the bags on the next flight. Passenger then agreed to check his bag. In-flight, passenger was served with passenger disturbance/misconduct report by flight attendant #2.

Title: A B757 FLT ATTENDANT RPTED THAT AN AGGRESSIVE PAX, SEATED IN AN EMER EXIT ROW, REFUSED TO STOW HIS BAGGAGE, DELAYING PUSHBACK.

Narrative: ON FLT FROM SJU TO FLL, PAX WAS TOO BUSY WITH HIS CELLULAR PHONE AND REFUSED TO STOW HIS 2 CARRY-ON BAGS. AS WE WERE PREPARING FOR CLOSING THE DOORS AND PUSHBACK FROM GATE, PAX HAD HIS LUGGAGE ON FLOOR IN FRONT OF MY JUMPSEAT AND IN FRONT OF 2R DOOR (EXIT-EMER EXIT). AFTER REQUESTING PAX TO STOW HIS LUGGAGE SEVERAL TIMES, HE INSISTED HE WOULD DO IT LATER. WE COULD NOT GIVE CAPT 'THE CABIN SECURE' RPT FOR DEP. WE COULD NOT PUSH BACK OR CLOSE DOOR OF ACFT. I EXPLAINED TO PAX HE WAS NOT FOLLOWING FAR/FAA PROCS BY NOT STOWING HIS BAGS AND BLOCKING AN EMER EXIT, ALSO. HE STILL WOULD NOT FOLLOW MY REQUEST, AND WOULD NOT STOW HIS BAGS. I THEN PUT HIS LARGE SIZE BAG OUTSIDE ACFT TO BE CHKED, AND HE BECAME VERY VERBAL. THE CAPT WAS THEN INFORMED ABOUT INCIDENT AND GAVE THE PAX AN ULTIMATUM. HE WAS TO STOW HIS BAGS, OR HIS BAGS WERE GOING TO BE CHKED. HE COULD STAY AND BEHAVE PROPERLY, OR GO WITH THE BAGS ON THE NEXT FLT. PAX THEN AGREED TO CHK HIS BAG. INFLT, PAX WAS SERVED WITH PAX DISTURBANCE/MISCONDUCT RPT BY FLT ATTENDANT #2.
