Narrative:
A tfr was in effect over cleveland and I was on a pleasure flight inbound for landing at sky when an F-15 appeared off my left wing. No radio contact was made. As soon as I turned my head to look at him, he broke away into a climbing turn, which led me to believe it was ok to proceed. He then appeared off my left wing again and did the same breakaway climbing turn. He did not appear again after the second time. I then proceeded to land at sky. I don't think I violated the airspace, but I do know that from now on I will stay far away from any tfr.

Title: PA28 PROX TO TFR RESULTS IN AIR INTERCEPT FLY-BY.
Narrative: A TFR WAS IN EFFECT OVER CLEVELAND AND I WAS ON A PLEASURE FLT INBOUND FOR LNDG AT SKY WHEN AN F-15 APPEARED OFF MY L WING. NO RADIO CONTACT WAS MADE. AS SOON AS I TURNED MY HEAD TO LOOK AT HIM, HE BROKE AWAY INTO A CLBING TURN, WHICH LED ME TO BELIEVE IT WAS OK TO PROCEED. HE THEN APPEARED OFF MY L WING AGAIN AND DID THE SAME BREAKAWAY CLBING TURN. HE DID NOT APPEAR AGAIN AFTER THE SECOND TIME. I THEN PROCEEDED TO LAND AT SKY. I DON'T THINK I VIOLATED THE AIRSPACE, BUT I DO KNOW THAT FROM NOW ON I WILL STAY FAR AWAY FROM ANY TFR.
