Narrative:
Due to the change of taxiway D to T, aircraft are confused as to where they are to join tango when taxiing south on victor. Numerous aircraft are instructed to taxi to runway 5 (from the north ramps) via txwys V, T, east, and south. Unfortunately when the aircraft reaches runway 16, they see the signage for tango and transition to taxiway T prematurely, conflicting with any aircraft pushing back and any terminal ramp activity. We as controllers, are forced to include additional phraseology so as to avoid this problem, but this increases our workload and adds additional problems. The riac (rhode island airport corporation) has been advised, but has never taken any action to correct this matter. Because of the prior occurrences of aircraft not taxiing correctly on the field, why have we created a new problem especially in reduced visibility situations.

Title: PVD CTLR EXPRESSED CONCERN REGARDING TXWY ID AND SIGNAGE.

WE AS CTLRS, ARE FORCED TO INCLUDE ADDITIONAL PHRASEOLOGY SO AS TO AVOID THIS PROB, BUT THIS INCREASES OUR WORKLOAD AND ADDS ADDITIONAL PROBS. THE RIAC (RHODE ISLAND ARPT CORPORATION) HAS BEEN ADVISED, BUT HAS NEVER TAKEN ANY ACTION TO CORRECT THIS MATTER. BECAUSE OF THE PRIOR OCCURRENCES OF ACFT NOT TAXIING CORRECTLY ON THE FIELD, WHY HAVE WE CREATED A NEW PROB ESPECIALLY IN REDUCED VISIBILITY SITUATIONS.
