Narrative:
Aircraft X was traveling northwest and issued a climb to FL310. Aircraft X read back FL310. He had A319 traffic at FL330 opposite direction. He climbed through FL310 to FL315 and stated he was issued FL320. The tapes stated FL310.

Title: ZOB CTLR EXPERIENCED LOSS OF SEPARATION AT FL310 DUE TO PLT OVERSHOOT DEV.
Narrative: ACFT X WAS TRAVELING NW AND ISSUED A CLB TO FL310. ACFT X READ BACK FL310. HE HAD A319 TFC AT FL330 OPPOSITE DIRECTION. HE CLBED THROUGH FL310 TO FL315 AND STATED HE WAS ISSUED FL320. THE TAPES STATED FL310.
