Narrative:

I closed the left cowl flap and cut off the left mixture. I had my student perform the troubleshoot and engine secure checklist. With the engine secure I then had my student perform the air start checklist. The engine did not start on the first attempt so I vectored my student in the direction of ZZZ to minimize our time flying on 1 engine if we couldn't start it. We were down to the single engine service ceiling before the engine started. When the left engine started it was producing no thrust. The left tachometer was indicating 1500 RPM's. We called approach and advised them of our situation and requested a straight-in visual approach for runway 32. While flying towards ZZZ we tried to get the propeller to move forward or feather but it remained at 1500 RPM's and no manipulation of the throttle would yield any thrust either. Still in a descent at 1800 ft MSL, even while pitching for vxse (82 KTS) I chose to make an off airport landing. With the propeller not feathering, I put all the controls forward one last time hoping that the propeller would move forward and the left engine would produce thrust. As we neared our selected field, it was noticeably rough and rolling with alfalfa growing more than 1 ft high so I chose to land with no gear. At approximately 300 ft above touchdown, I extended flaps 25 degrees and closed the throttles about 50 ft above touchdown. We made a belly landing, touching down just under 70 KTS and sliding 600 ft to a complete stop. We then secured the airplane and exited.

Title: UNABLE TO RESTORE AN ENG SHUTDOWN FOR TRAINING, A PA44 INSTRUCTOR AND STUDENT MAKE AN OFF ARPT, SINGLE ENG LNDG IN A FIELD.

AT APPROX 300 FT ABOVE TOUCHDOWN, I EXTENDED FLAPS 25 DEGS AND CLOSED THE THROTTLES ABOUT 50 FT ABOVE TOUCHDOWN. WE MADE A BELLY LNDG, TOUCHING DOWN JUST UNDER 70 KTS AND SLIDING 600 FT TO A COMPLETE STOP. WE THEN SECURED THE AIRPLANE AND EXITED.
