Narrative:
It is confusing when miami radio explains something and ZMA or approach does something else. I had my VFR flight plan filed with miami radio and still it was not enough because homeland security came after me as if I did something wrong. This is confusing. I went to bimini, departing tmb, with a VFR flight plan and a VFR flight plan to come back, both on saturday. After touch and go at bimini, I got the squawk code from the controller (ZMA) and authority/authorized to cross the ADIZ in order for me to return to tmb. Everything went perfectly until I arrived at tmb. I was surprised by homeland security at the customs on the airport. They told me that I did not follow the procedures that need to be followed in order to come back from bimini. After a long interrogation, the officer from homeland security found out that the mistake was made by FSS and ZMA. This is confusing for me and they did not even apologize for the mistake. I hope that there can be better communication between FSS and ATC in miami class B airspace.

Title: SINGLE PLT OF C172 IS INTERROGATED BY TSA AGENT AT TMB FOR ALLEGEDLY FAILING TO FOLLOW ATC PROCS FOR XING THE ADIZ BTWN BIMINI AND THE MAINLAND. ULTIMATELY LEARNED OF FAILURE OF FSS AND ZMA TO COORDINATE THE ARR.
Narrative: IT IS CONFUSING WHEN MIAMI RADIO EXPLAINS SOMETHING AND ZMA OR APCH DOES SOMETHING ELSE. I HAD MY VFR FLT PLAN FILED WITH MIAMI RADIO AND STILL IT WAS NOT ENOUGH BECAUSE HOMELAND SECURITY CAME AFTER ME AS IF I DID SOMETHING WRONG. THIS IS CONFUSING. I WENT TO BIMINI, DEPARTING TMB, WITH A VFR FLT PLAN AND A VFR FLT PLAN TO COME BACK, BOTH ON SATURDAY. AFTER TOUCH AND GO AT BIMINI, I GOT THE SQUAWK CODE FROM THE CTLR (ZMA) AND AUTH TO CROSS THE ADIZ IN ORDER FOR ME TO RETURN TO TMB. EVERYTHING WENT PERFECTLY UNTIL I ARRIVED AT TMB. I WAS SURPRISED BY HOMELAND SECURITY AT THE CUSTOMS ON THE ARPT. THEY TOLD ME THAT I DID NOT FOLLOW THE PROCS THAT NEED TO BE FOLLOWED IN ORDER TO COME BACK FROM BIMINI. AFTER A LONG INTERROGATION, THE OFFICER FROM HOMELAND SECURITY FOUND OUT THAT THE MISTAKE WAS MADE BY FSS AND ZMA. THIS IS CONFUSING FOR ME AND THEY DID NOT EVEN APOLOGIZE FOR THE MISTAKE. I HOPE THAT THERE CAN BE BETTER COM BTWN FSS AND ATC IN MIAMI CLASS B AIRSPACE.
