Narrative:
On thurs, my flight from phx arrived at hii with no incidents and taxied to the gate. As the passenger were disembarking and I was filling out the aircraft log, mr X came forward, flashed his badge, and requested to speak with me. I asked him if he had a specific complaint and he said that he did. Taking attitude into consideration, I elected to speak with him immediately. X was waiting for me at the bottom of the stairs and first asked if I had a business card or other form of identify to save having to write down my address. My copilot moved up after all of the passenger were clear of the airplane. X asked for our licenses and copied down the pertinent information. X attitude and his statement that he had something specific to speak about began to raise my concern. X asked me if it was standard procedure for me to place a map over a small area of the visor to block the sun. I told him that I only did this when the sun was inhibiting visibility in other directions due to the glare. X was concerned that I did not have an unobstructed view of the airspace around my aircraft. I explained to him that I would not look toward the sun in any case, so in my opinion, it was not a problem. X was also unhappy with the position of my seat. He said it appeared to him that I could not see over the glareshield because my seat was position too low. I told him I could see the runway during takeoff and he dropped this point. I now realized that X had no complaints of any significance and asked one of our hii station agents how soon we were due out. She said, 'about now' and X left. By hurrying, we were able to get the flight out of the blocks within a few mins of our departure time and I elected to call it on time. I later found that X was not an employee of the FAA but of the NTSB and has no authority in this area where he was trying to exercise it. This incident disturbs me. An employee of the united states govt is being a 'cowboy' with his gold badge and attempting to intimidate a flight crew. If he does have a legitimate topic to discuss, he must take it through the proper channels.

Title: NTSB EMPLOYEE POSED AS ACI, INTERROGATED FLC OF LTT AFTER LNDG.
Narrative: ON THURS, MY FLT FROM PHX ARRIVED AT HII WITH NO INCIDENTS AND TAXIED TO THE GATE. I EXPLAINED TO HIM THAT I WOULD NOT LOOK TOWARD THE SUN IN ANY CASE, SO IN MY OPINION, IT WAS NOT A PROBLEM. X WAS ALSO UNHAPPY WITH THE POS OF MY SEAT. HE SAID IT APPEARED TO HIM THAT I COULD NOT SEE OVER THE GLARESHIELD BECAUSE MY SEAT WAS POS TOO LOW. I TOLD HIM I COULD SEE THE RWY DURING TKOF AND HE DROPPED THIS POINT. I NOW REALIZED THAT X HAD NO COMPLAINTS OF ANY SIGNIFICANCE AND ASKED ONE OF OUR HII STATION AGENTS HOW SOON WE WERE DUE OUT. SHE SAID, 'ABOUT NOW' AND X LEFT. BY HURRYING, WE WERE ABLE TO GET THE FLT OUT OF THE BLOCKS WITHIN A FEW MINS OF OUR DEP TIME AND I ELECTED TO CALL IT ON TIME. I LATER FOUND THAT X WAS NOT AN EMPLOYEE OF THE FAA BUT OF THE NTSB AND HAS NO AUTHORITY IN THIS AREA WHERE HE WAS TRYING TO EXERCISE IT. THIS INCIDENT DISTURBS ME. AN EMPLOYEE OF THE UNITED STATES GOVT IS BEING A 'COWBOY' WITH HIS GOLD BADGE AND ATTEMPTING TO INTIMIDATE A FLC. IF HE DOES HAVE A LEGITIMATE TOPIC TO DISCUSS, HE MUST TAKE IT THROUGH THE PROPER CHANNELS.
