Narrative:

Mia recently changed the runway designators from 9L/9R and 8 to 8L/8R and 9. Unfortunately, the old numbers were painted over and nonstandard markings were applied over the painted out portion. Hence some problems. One, the runway numbers are not ICAO standard and more importantly, the numbers are illegible under most ambient lighting conditions. If the sun is anywhere in the eastern sky, the light reflects on these repainted numbers with such glare that the numbers themselves are not discernable. If I have to explain the safety ramifications of the above let me know.

Title: A B737-800 FO RPTED THAT, DUE TO MIA'S CHANGING RWY DESIGNATORS. THE OLD NUMBERS WERE PAINTED OVER AND THE NEW NUMBERS ARE NOT ICAO STANDARD, ILLEGIBLE, AND ARE NOT DISCERNABLE.

IF THE SUN IS ANYWHERE IN THE EASTERN SKY, THE LIGHT REFLECTS ON THESE REPAINTED NUMBERS WITH SUCH GLARE THAT THE NUMBERS THEMSELVES ARE NOT DISCERNABLE. IF I HAVE TO EXPLAIN THE SAFETY RAMIFICATIONS OF THE ABOVE LET ME KNOW.
