Narrative:
I cleared aircraft X for takeoff and switched to departure. He called me 3 mins later and I told him he should be on 124.6, but by now, he should be on 135.17, ZMA. Aircraft called again 3 mins later and when I had to coordination and find the aircraft, I found him 41 mi west of pbi untagged and coordination with the approach sector and switched his frequency. Chain of events: I did not notice aircraft did not automatic-acquire on radar. Scanned flight strip did not print at radar sector so he did not know who the aircraft was and when he asked the aircraft, he responded in broken english 'IFR to vrb at FL310.' the aircraft never turned on his transponder. Since the radar controller heard FL310 he told him to return to his last assigned frequency. Due to staffing, cabin attendant coordinator could not be staffed. I assumed the radar controller knew the aircraft, so I issued appropriate radio frequencys. Pilot only spoke limited/broken english with strong accent. I located the pilot 41 mi west of the apt still on initial heading of 275 degrees, level 4000 ft.

Narrative: I CLRED ACFT X FOR TKOF AND SWITCHED TO DEP. HE CALLED ME 3 MINS LATER AND I TOLD HIM HE SHOULD BE ON 124.6, BUT BY NOW, HE SHOULD BE ON 135.17, ZMA. I ASSUMED THE RADAR CTLR KNEW THE ACFT, SO I ISSUED APPROPRIATE RADIO FREQS. PLT ONLY SPOKE LIMITED/BROKEN ENGLISH WITH STRONG ACCENT. I LOCATED THE PLT 41 MI W OF THE APT STILL ON INITIAL HDG OF 275 DEGS, LEVEL 4000 FT.
