Narrative:
At last min, got a call on the radio that there was a seat recline problem. I was on the gate at the time. They did not verbally tell me of the problem, but decided to call it in and have it radioed to me. I removed the recline cable, then called technician for a placard. During rush, I didn't finish locking out hydrolock.

Title: AN MD80 WAS DISPATCHED IN NON COMPLIANCE WITH PAX SEAT RECLINE DEFERRED AS INOP BUT THE SEAT WAS NOT LOCKED UPRIGHT PER THE MEL.
Narrative: AT LAST MIN, GOT A CALL ON THE RADIO THAT THERE WAS A SEAT RECLINE PROB. I WAS ON THE GATE AT THE TIME. THEY DID NOT VERBALLY TELL ME OF THE PROB, BUT DECIDED TO CALL IT IN AND HAVE IT RADIOED TO ME. I REMOVED THE RECLINE CABLE, THEN CALLED TECHNICIAN FOR A PLACARD. DURING RUSH, I DIDN'T FINISH LOCKING OUT HYDROLOCK.
