Narrative:

I was working radar position at ZBW. I was working aircraft X (PA46T) en route to ddh. Aircraft X was at 7000 ft. I called out traffic to him of a VFR (untracked target) 9 O'clock position, 6 mi northbound, altitude indicates 7500 ft unverified. I was not talking to the VFR aircraft. Since the altitude indicated 7500 ft. I did not feel that a safety alert needed to be issued. Aircraft X reported after a few mins that he had to take evasive action because he thought that the aircraft was at approximately 7200 ft and was operating in complete IMC conditions. I alerted the operations supervisor and asked the next controller to monitor the target and see where it landed.
