Narrative:

I was working departure sector. Aircraft X was level at 13000 ft. My coordinator asked to activate sfo airspace at hif 13500 ft and below. I told him 12500 ft and below because of traffic. He made a call then told me he changed it to 12500 ft. I observed the F16 climbing through 13000 and issued traffic.

Narrative: I WAS WORKING DEP SECTOR. ACFT X WAS LEVEL AT 13000 FT. MY COORDINATOR ASKED TO ACTIVATE SFO AIRSPACE AT HIF 13500 FT AND BELOW. I TOLD HIM 12500 FT AND BELOW BECAUSE OF TFC. HE MADE A CALL THEN TOLD ME HE CHANGED IT TO 12500 FT. I OBSERVED THE F16 CLBING THROUGH 13000 AND ISSUED TFC.
